教育链、创新链、产业链"三链协同"创新创业教育生态系统已成为高校改革的关键范式,但受多重因素制约,地方师范院校难以直接套用.在此背景下,深化地方师范院校创新创业教育改革,构建契合其特质的生态系统,就成为服务国家创新驱动发展战略的内在要求.立足于"三链协同"的理论视域,剖析当前地方师范院校创新创业教育生态系统建设面临的结构性困境,可以发现,该系统存在四重功能失衡:教育链人才供给与产业需求存在结构性错配,创新链知识产出与价值转化路径不畅,产业链与创新要素的融合网络尚不健全,宏观治理机制未能形成有效协同.因此,要实现"三链协同"目标,还需重构生态系统的框架:重塑教育链以夯实人才基石,激活创新链以优化转化路径,反哺产业链以助推特色集群生成,完善治理机制以强化协同保障.; The innovation and entrepreneurship education ecosystem featuring the synergy of the education chain,innovation chain,and industrial chain has become a pivotal paradigm for higher education reform.However,constrained by multiple fac-tors,local normal universities find it challenging to replicate this model.Given this context,it has become essential to deepen the reform of innovation and entrepreneurship education in local normal universities and to build an ecosystem that align with their characteristics,thereby supporting the national innovation-driven development strategy.Based on the theoretical framework of"Three-Chain Synergy",analyzing the structural challenges faced by local normal universities in developing this system reveals four functional imbalances:structural mismatch between talent supply in the education chain and industrial demand;hindered transformation paths from knowledge output to value realization in the innovation chain;underdeveloped integration networks between the industrial chain and innovation elements;and ineffective coordination in macro-governance mechanisms.Therefore,to achieve the goal of"Three-Chain Synergy",reconstructing the ecosystem framework is crucial:reshape the education chain to consolidate the talent foundation,activate the innovation chain to optimize transformation paths,feedback to the industrial chain to promote the formation of characteristic clusters,and improve governance mechanisms to strengthen collaborative guarantees.

民宿业作为旅游与共享经济融合的新业态,在蓬勃发展的同时,也引发了主体资格、消防、治安等一系列监管难题,亟需法律规制予以回应.当前,我国民宿监管地方立法在数量上快速增长,体例与领域也呈现多元化特征,但仍存在专门立法缺位、内容同质化等局限.具体而言,现有地方立法面临的焦点问题包括分散立法模式的固有局限、民宿范围界定模糊、市场准入标准过高、信用监管机制缺失以及平台责任不清.为破解这些难题,建议民宿监管地方立法从以下方面予以系统性优化:构建三级协同的复合立法模式,提升立法技术以突破适法与执法困境,构建简化包容的市场准入制度,创新并完善信用监管机制,以及构建多方协同的网络治理机制.; As a new form of business emerging from the integration of tourism and the sharing economy,the homestay industry has experienced vigorous development.However,it has also given rise to a series of regulatory challenges regarding subject qual-ification,fire safety,and public security,which urgently require responses through legal regulation.Currently,local legislation on homestay supervision in China is growing rapidly in quantity and presents diversified characteristics in terms of structure and cov-erage.Nevertheless,it still has limitations such as the absence of specialized legislation and homogeneity in content.Specifically,the existing local legislation faces core issues including inherent limitations of the decentralized legislative model,vague defini-tion of homestay scope,excessively high market access standards,lack of a credit supervision mechanism,and unclear platform responsibilities.To address these problems,local legislation on homestay supervision should carry out systematic optimization in aspects such as establishing a three-level collaborative composite legislative model,improving legislative techniques to overcome difficulties in law application and law enforcement,building a simplified and inclusive market access system,innovating and per-fecting the credit supervision mechanism,and constructing a multi-stakeholder collaborative network governance mechanism.

文化市场综合行政执法改革是提升治理效能的关键举措.我国各地实践中出现了一些值得推广的优秀做法,在执法职责整合、体制理顺和队伍建设等方面取得了一定成效.同时文化市场综合行政执法权力机制改革仍面临管理权限需进一步划分、层级关系有待调整、执法范围尚需梳理以及协调机制亟待完善等挑战.为进一步提升执法效能,应注重厘清机构改革中的管理权限,系统梳理多部门与执法队伍之间的关系,明确职责范围,并加强议事协调机制建设,以促进文化市场健康有序发展.; The reform of comprehensive administrative law enforcement in the cultural market is a key measure to enhance gov-ernance efficiency.In practice across China,some exemplary practices have emerged that are worthy of promotion,which have achieved certain results in areas such as the integration of law enforcement responsibilities,streamlining of the system,and team building.Nevertheless,the reform still faces challenges,such as the need for further clarification of management authorities,ad-justments in hierarchical relationships,clarification of the scope of law enforcement,and urgent need for improved coordination mechanisms.To further enhance the efficiency of law enforcement,it is crucial to clarify management authority in institutional reform,systematically sort out the relationships between multiple departments and law enforcement teams,define the scope of responsibilities,and strengthen the construction of deliberation and coordination mechanisms to promote the healthy and orderly development of the cultural market.

全球经济波动与国内经济结构调整给劳动力市场尤其是大学生就业带来严峻挑战,以创业促进就业成为缓解大学生群体就业压力的重要举措之一.机会成本理论揭示创业是一项伴随着经济成本、时间成本、职业成本、心理成本等多种决策代价且成本高昂的活动.当前创业教育中存在一定程度的成功主义导向、理念定位偏差、专创融合度差、创业实践"应试化"等问题,这可能会让欠缺阅历的大学生忽略创业决策的机会成本,而在风险意识不足的情况下,非理性创业容易导致创业失败等负面结果.为解决这些问题,今后的创业风险教育需侧重:端正创业动机,树立理性创业观念;明确理念定位,减少"被动型"创业;强化专创融合,建立长期比较优势;加强风险管理专业化教育,提高学生风险控制能力.; Global economic volatility and domestic economic restructuring have posed severe challenges to the labor market,particularly to college graduates' employment.Promoting employment through entrepreneurship has thus become one of the important measures to alleviate the employment pressure faced by college graduates.The theory of opportunity cost reveals that entrepreneurship is a high-cost activity accompanied by various decision-making costs,including economic costs,time costs,career costs,and psychological costs.Currently,entrepreneurship education is plagued by several issues to a certain extent:a suc-cess-oriented tendency,misalignment in conceptual positioning,insufficient integration of professional education and entrepre-neurship education,and the"exam-oriented"nature of entrepreneurship practice.These problems may cause college graduates,who lack practical experience,to overlook the opportunity costs of entrepreneurial decisions.Furthermore,under the circumstanc-es of insufficient risk awareness,irrational entrepreneurship is likely to lead to negative outcomes such as entrepreneurial failure.To address these issues,future entrepreneurship risk education should focus on the following aspects:rectifying entrepreneurial motives and fostering a rational view of entrepreneurship;clarifying conceptual positioning and reducing"passive"entrepreneur-ship;strengthening the integration of professionalism and entrepreneurship to establish long-term comparative advantages;and enhancing specialized education on risk management to improve students' risk control capabilities.
